June 1, 2004
The meeting of the Hull Board of Selectmen was called to order at 7:45 pm on Tuesday evening, June 1, 2004 at the Hull Municipal Building, 253 Atlantic Avenue, Hull, Massachusetts.
Present: John Reilly, Chairman; Gerard McLaughlin, Vice Chairman; Christopher Olivieri, Clerk; Leonard Hersch and Joan Meschino, Members. Also present were: Christopher McCabe, Town Manager and James Lampke, Town Counsel.
A moment of silence was observed for retired Town Accountant, Emily Hanlon O'Brien, who passed away this past week.
Reilly commented upon the Memorial Day Services and how impressed he was at enormous turnout, which he said was probably one of the largest in the South Shore. In addition to the services at the cemetery, there were two dedications; a plaque a the Memorial School in honor of three deceased Vietnam Veterans, and one at the corner of Nantasket Road for Ernesto Caparrotta, who owned the barbershop at that corner for many years.
Reilly thanked the Veterans Organizations, the Police and Fire Departments, and all the individuals who made the Memorial Day a success, including the Highway Department for the work done at the cemetery that he said looked wonderful.
7:30 pm Chief DiMarzio - re: School Resource Officer
Police Chief, Donald DiMarzio, said he was seeking support to hire a School Resource Officer through a grant he has obtained for $125,000 to fund the position. He said there would be no cost to the Town for the first year; a $9,500 cost for the second year; $24,500 for the third year after which the Town would assume the full cost of the position.
He said the grant requires hiring a new officer, but that the new employee does not have to be the Resource Officer. He added that Captain Richard Billings and Sergeant Robert Sawtelle would be reviewing the role of the Resource Officer, which the school supports. Sergeant Sawtelle presented power point slides entitled COPS in Schools and the Goals and Activities to be achieved.

The Board recessed at 8:15 pm and returned to open session at 8:30 pm.
8:30 pm - Bermaken Hotel - re: Neighborhood Concerns
Steve Wilkins, Ellen Richards and Dorothy Tan proprietors of the Bermaken Hotel operating under a lodging house license granted by the Board of Selectmen to discuss the Board's concern of not having anyone on premises to contact in emergencies as was required upon the granting of the license.
The proprietors submitted a contact list to the Board as requested by them at the last meeting. They told the Board that a tenant Gregory Newell in unit 101 was the on-site caretaker and was to report to them, or call the Police, when the three were unavailable.
In addition to some disputes, neighbors complained about parking problems, trash on the porch and, because of disputes that arose, they did not feel that they should be put in the position of having to handle the problems or call the Police.
Richard said that they were unaware that there were any difficulties with the neighbors and will speak to Newell to make sure he understands his duties. They all agreed that to have meeting with the neighbors, as suggested by McLaughlin, was an excellent idea. As for the trash on the porch, Richard said that they have been replacing old furniture and that pick-up is only possible on certain days, but they will try to do better.
MOVED-Hersch: To authorize a tow zone where necessary at that section of Kenberma Street

Motion was withdrawn following comments from the Police Chief as to why a tow zone is not feasible and stating he will have the safety officer try to resolve the matter.
8:00 pm - James Rust dba Surfside Garage & Auto Sales, 410 Nantasket Avenue - Transfer of Class II Auto Sale
James Rust, the son of the late Fred Rust, who owned the business and recently passed away, applied for a transfer of the class II license, but following consultation between Attorneys, it was amended to a request for a new license.
The Board recessed at 9:13 pm to enable Meschino, a new Members to the Board, to be appraised of the background by the Police Chief and Town Counsel. The Board returned to open session at 9:25 pm.

MOVED-Hersch: To approve the new license to James Rust of 3 Third Street for a Class II License with a review for every three months or as needed.

Agreed to hold a meeting with the War Memorial Commission, VFW, Larry McGinnis, Commander, Veterans Organizations, and Bill Henderson, who was present at the meeting following up on his letter of complaint to the Board in regard to his concerns of the lack of the names of Vietnam Veterans and Gulf War Veterans on the War Memorial, and missing POW flags, and to determine the policy for Memorial Dedications.
Unanimously appointed Ryan J. Botto of Halifax; Patrick W. Griffin of Hull; Daniel J. Dunn of Hull; Tammy L. McCracken of Hingham, and Eric Z. Ossattin of Marblehead as Seasonal Police Officers for the year 2004. Said appointments are conditional upon meeting all the requirements set out in a letter from Police Chief DiMarzio dated May 26, 2004 on a motion by Hersch, seconded by Olivieri.
Unanimously approved a 30-car parking license to Joseph Lombardi of 11 Oceanside Drive at the 163 Nantasket Avenue location on a motion by Olivieri, seconded by Hersch.
Scheduled a meeting for next week on the request of Gary Glines, Library Trustee to give a report to the Board from the Library Site Selection Committee.
TOWN MANAGER
McCabe informed the Board that there are ten applicants to fill the vacancy on the Water Resource Committee. Reilly suggested that McCabe interview all ten and select a short list for the Selectmen.
MOVED-Olivieri: To authorize McCabe and Hersch to interview the ten applicants and return to the Board with a short list.

McCabe presented the Board with the Resolution/Certificate of Authority for the acquisition of the USCG Boat House at Pemberton for signature, based upon the following
Town Meeting motion unanimously passed on May 3, 2004:
MOVED: To authorize the Board of Selectmen to accept as a gift/donation, under the Historical Monument Program (40U.S.C. 484 (K) (3) property known as the U.S.C.G. Point Allerton Board House, said property consisting of 20 acres including 2,500 sq. ft. one story, wooden boat house with the U.S.C.G. retaining an easement for ingress and egress to the boat house.
MOVED-McLaughlin: To authorize the Town Manager to sign the Resolution/Certificate of Authority document for the acquisition of the Coast Guard property as show in the Town Meeting approved motion.

McCabe informed the Board that there would be a pre-construction meeting with the DCR on Monday June 7th around 10:00 am, probably at the bathhouse, and he would let them know.
McCabe said he is working with Green Mountain Wireless Co. for the installation on a new unit that is small and can be installed on light poles so that Hull can receive better reception and which is much better than a cell tower.
OTHER BUSINESS
Hersch said he is opposed to spending $280,000 for additional studies for a proposed desalinization plant in Hull. He suggested sending an RFP or inquiry to desalinization companies around the country to determine what might be available in a private/public partnership, because the Town does not own any pipelines, and may not be able to finance such a project on its own; Reilly asked the Town Manager to look into why the comfort stations were not open for the weekend as the DCR is obliged to do, and why the contractor for parking of vehicles is not paying the parking permit fees; and McLaughlin suggested placing a curfew at the A Street Pier because of the disturbance to the neighborhood caused by noisy teenagers hanging out on the unlighted pier late at
night.
Chief DiMarzio explained that there might be other options for solutions to the A Street Pier problem as a curfew is not legally that simple to impose.
